Thanks to Members of Parliament Gadda, Benzoni, Grippo, and Sottanelli, on November 17, 2022, our proposed law (first presented in 2021 by MP Sara Moretto) was reintroduced in Parliament. We have created a list of all the FAQs (Frequently Asked Questions) that may arise regarding the future application of the law.


They can continue their business without taking any qualifying course or exam. However, they must participate in accredited professional training courses offered by the regions.

Yes, provided it is performed by an operator with a PROFESSIONAL QUALIFICATION and in suitable premises made available by third parties, in compliance with hygiene and sanitary regulations.


Option A:

Within the competent regions, which, within 6 months of the law's effective date, will define the training standards, technical-professional competencies, the required technical-cultural preparation of instructors, and the qualification exam standards.


The owner, employee, or collaborator of a business who POSSESSES THE PROFESSIONAL QUALIFICATION (in case of absence, they can be temporarily replaced by a person with a qualification or at least two years of experience).


All decisions regarding training cannot be regulated by national law (except for the duration of basic training). All details are delegated to the REGIONS. Therefore, it is impossible to answer these questions at this stage.


Yes, during the evaluation stages, the law may undergo modifications, additions, or changes that broaden or narrow its scope.


The COVID-19 pandemic leads government bodies to focus on all emergency matters. Group leader Sara Moretto is committed to presenting the law to other party group leaders for evaluation, endorsement, and then scheduling. It is difficult to make an accurate prediction.


After endorsement by multiple groups and passage through the committee, it must pass through the Chamber of Parliament and then the Senate.


After the national law is approved, with a specific ATECO code, in consultation with industry trade unions and representative associations, a national collective labor agreement will be drafted.
